In its historical ranking of presidents, Wikipedia lists Wilson in the top ten of an amalgam of rankings accrued from different sources.  US News and World Report list him at #9, historians for the Wall Street Journal ranked him #11, and the Brookings Institute ranks him at #8.

Wilson was a terrible person, but that does not mean he was a terrible president.  Or was he?  Let us examine: Wilson was a racist.  So what, many presidents were racists. He was not unaware that properly aligned, granting women the right to vote could displace the entire African American vote if need be.  He enjoyed and viewed the virulently racist Birth of a Nation in the White House.  It portrayed the KKK as the heroes come to save the south from the scourge of the freed slave.  He blocked the integration of federal armed forces and actively made federal government positions all but impossible for blacks to attain.

President Wilson was so racist that he wouldn’t even risk an Operation Human Shield (See South Park Movie) scenario for fear that blacks might prove themselves capable fighters.   Although awarded the Nobel Peace Prize for efforts after World War One, he oversaw an administration that sold arms to both Allied and Central Powers and consistently assured the American people that the US would not enter WW1.  He oversaw the US occupation of Haiti and the Dominican Republic to no positive resolution, invaded Mexico and occupied Veracruz, and most damningly, did not enforce League of Nations mandates on Great Britain and France.

Their pressure on Germany helped to ensure a Second World War.  He established the Federal Reserve and Income Tax system arguably in violation of U.S. Constitution Article 1 section 8 that allows for Congress, not the Executive to levy taxes.  Maybe you think that the 19th Amendment overrides all the other things  President Wilson did. Well what else is so important that 50% of the country ignores?  (50% of women don’t vote.)
