I‌‍‍‍‌‍‍‍‍‌‍‍‌‌‌‌‍‍‍‌ will be submitting an order for an outline which is due in 2 weeks. The research paper is due 04/09/21. I made a few changes to the attached proposal topic. Below is the professors feedback I received on the proposal topic of my research paper. I think sexual harassment is a timely topic and I like your focus on measures that should be taken to prevent, minimize and address sexual harassment in the workplace. With that said, what you have laid out is not a 15 page paper. You’ll need more. So …. here is my advice, take it or leave it, about how to create a really substantive paper on the issue. (1) You can give some historical perspective of the issue. Up until the Civil Rights Act of 1964 it was entirely legal to discriminate against women in employment.

Sexual harassment was not universally recognized as a violation of the Civil Rights Act of 1964 until 1986 (20 years later !) when the US Supreme Court held it was, in Meritor Savings Bank v Vinson.Since then …. employer’s willingness to police sexual harassment in the workplace has evolved, as more women entered the workplace and progressed up the corporate ladder. I am sure there are articles about this evolution. (2) Explain what the employer’s lega‌‍‍‍‌‍‍‍‍‌‍‍‌‌‌‌‍‍‍‌l obligation is. The EEOC’s guidance on sexual harassment in the work place is a good resource for discussing this point. In short, the employer  to take prompt. And appropriate remedial action when it knows or should have known that an employee was being harassed.

(3) Despite decades of dealing with this issue through policies, training, various levels of enforcement …. sexual harassment remains a problem — Why is that? You can explore why this issue is a lingering problem in the workplace in 2021 nearly 40 years after the US Supreme Court’s decision in Meritor Savings Bank.Apparently policies, training and enforcement…. so far, has not been entirely effective. There still are the Harvey Weinstiens, Matt Lauers, Roger Ailes, Mario Cuomos in the workplace who take liberties with female subordinates.

And those subordinates remain hesitant to speak up contemporaneous with the offensive behavior. (4) THEN discuss your thoughts on how policies, training and enforcement needs to change in order to be more effective. This is just my suggestion. Bottom line … I think what you have outlined in your proposal is too thin to make a substantive 15 page paper. Finally you need to beef it up with something else. ‌‍‍‍‌‍‍‍‍‌‍‍‌‌‌‌‍‍‍‌: )
