Use enough reference support to make an argument. When you provide just your viewpoint, it is like a bellybutton, where everyone has one. However, when you back up your analysis with authors who are experts in the field and have gone through the gauntlet of the peer review process, your argument is much, much stronger. Have level 1 headings that are in BOLD font and centered for each major section of your paper. You know, INTRODUCTION, CONCLUSION, etc. Only use 3-5 words at the most to represent that series of paragraphs. Like for instance for a chapter regarding a failure of say the government in a response situation would be centered in bold font and all caps and say for example:
