The goal of the WHO is to ensure consistent measurement of disorders across the world. For example, do the U.S. and India measure substance-related and addictive disorders the same way? In some cases, disorders may appear in the ICD-11 that do not appear in the DSM-5-TR. However, you still need to make a diagnosis that aligns with the DSM5-TR.
