If you are unable to follow the new global laws and keep up with the local politics of the area of your expansion you will be unable to conduct business in a profitable manner. While culture is important and understanding the culture of the area of your business you can always recruit employees from your original area. This is of course not the most profitable way to do this. I also believe that if you learn the legal and politics of an area you will get an idea of the culture in the process.
